A clock doesn’t make time; it rations it. The wound spring or the hanging weight holds a week’s worth of energy, and left to itself would spend it all in one short whirr. The escapement is the part that stops that from happening: a small anchor rocks with the pendulum, lets the gear train slip forward a notch, and catches it again. The tick is the catch. So the sound we use to mean time passing is really the sound of something being held back, once a second in a tall clock, on purpose.
